Others may respond in great numbers. Here's my $0.02:
NTSC is _going_ to do that. I take it separation of passes
(beauty pass/running light pass/etc. pass) is out of the question
from your "time" comment, try using the "soft filter" and "motion
blur" filters. This was recommended to our LW users' group by
Ken Van Brocklin (he's on here too) and he demo'ed the difference
that it makes. The other thing is to try setting your edge
threshold to 25 or 30, if the differences between your lights and
your hull are going to be pretty big, you _may_ not need that
level of sensitivity. This should decrease your render time
somewhat. If separation of passes is doable in your time frame,
try it and use a different motion blur on the lights...it may
actually look more like "persistence of vision" and maybe this
will look nice to you as well. Good luck!
